Jeffrey A. Andrews, Ph.D.
Jeff Andrews specializes in intellectual property litigation and counseling in a variety of technologies and industries, from software to oilfield services to medical devices. His approach to his client’s IP issues always begins with understanding their business objectives and relevant technology; then developing a strategic plan that may include negotiation, litigation, Patent Office challenges, or other approaches. Among Jeff's professional recognitions are listings by Woodward White in Best Lawyers® in America in 2015 through 2017 and by Thompson Reuters in Texas Super Lawyers® in 2015 and 2016.
In the context of intellectual property litigation and counseling, Jeff Andrews has experience in a wide variety of technologies: from power electronics and neural networks to oil- and gas-related technologies such as drilling and completion, MWD, formation characterization and flow measurement. Having extensive litigation and trial experience means that he is always ready to represent his clients through a jury verdict, but that he recognizes the most effective resolution to an IP dispute may sometimes be found without the expense of a trial.

Jeff is well-versed in post-grant proceedings at the U.S. Patent and Trademark Office's Patent Trial and Appeal Board and has participated in numerous inter partes reviews. Jeff's experience includes lead and back-up counsel, as well as counseling and advising clients on post-grant proceeding strategies from behind the scenes.
Jeff also maintains an active counseling practice, advising current and new clients on navigating complex intellectual property landscapes to avoid disputes, monetize assets, and protect their hard-won IP. Some examples of Jeff's counseling engagements can be found here.
Since 2009, Jeff has served as an Editor of Landslide, A Publication of the Intellectual Property Law Section of the American Bar Association. He was previously the Chair of the Amicus Committee of the Houston Intellectual Property Law Association, and has been a member of that committee since 2010. Jeff was named a founding member of The Honorable Nancy F. Atlas Intellectual Property American Inn of Court and currently participates in that organization as a Barrister.
Jeff received a B.S. in Biological Sciences magna cum laude with distinction for research in Biological Sciences and a B.A., magna cum laude, from the University of Rochester, where he was elected to Phi Beta Kappa and was a DeKiewiet Fellow. He received an M.F.S. in Systems Ecology from Yale University, where he was a MacLean Scholar, and a Ph.D. in Biogeochemistry from Duke University, where he was a NASA Earth Systems Science Fellow and was elected to Sigma Xi. Jeff received a J.D., magna cum laude, from the University of Houston Law Center, where he was a Dean's Scholar and the Executive Editor of the Houston Law Review and was elected to the Order of the Coif and to the Order of the Barons.
Prior to attending law school, Jeff was a post-doctoral researcher on the faculty of Rice University, was a manager at Enron Global Markets LLC directing a group of market analysts on the trading desk, and started an energy market analysis company under the umbrella of Amerex Energy LLC. After graduating from law school, Jeff joined Locke Lord LLP, where he practiced law until he formed Sutton McAughan Deaver PLLC in 2012.
